Changpeng Zhao, the former CEO of Binance, has agreed to advise Kyrgyzstan on blockchain and crypto regulation. This development aims to support the country’s technological growth and strengthen its economic structure. The agreement was formalized through a memorandum of understanding (MoU) signed between Zhao and the Kyrgyz Republic’s National Investment Agency (NIA).
Announcing the information on X, Zhao expressed his desire to advise governments on their crypto regulatory frameworks and blockchain solutions for government efficiency, and expand blockchain beyond crypto trading. His remarks followed an earlier post by Kyrgyz President Sadyr Zhaparov, who confirmed that the NIA had formalized an agreement with Zhao to supply technical details and advisory services to the Central Asian nation.
Strengthening Kyrgyzstan’s Technological Infrastructure and Economy
In his post, President Zhaparov commented on the importance of the agreement, stating that the cooperation marks an important step in strengthening technological infrastructure, implementing innovative solutions, and preparing highly qualified specialists in blockchain technologies, virtual asset management, and cybersecurity.”
Zhaparov emphasized that such attempts are essential for the growth of Kyrgyzstan’s economy and pointed out that the collaboration would help ensure the security of virtual assets, thus generating opportunities for businesses and society.
The National Investment Agency, which focuses mainly on attracting foreign investments and supporting international businesses in identifying opportunities within Kyrgyzstan, has taken on the responsibility of facilitating the implementation of this advisory agreement. President Zhaparov highlighted that the partnership would contribute to the country’s growing focus on advanced technological solutions and create a more stable and robust economy.

CZ’s Extensive Global Influence on Crypto Regulation
Zhao’s advisory role in Kyrgyzstan adds to his growing influence in shaping global crypto policy. Zhao’s expertise has made him a sought-after advisor on different aspects of regulations. By stating in his X post that he provides both “official and unofficial” advice to several governments on regulatory frameworks and blockchain applications, Zhao highlights his position as a key figure in the global digital transformation.
This partnership comes at a time when Kyrgyzstan, traditionally not known for being a hub of crypto activity, is changing its approach to integrating digital assets. All said, Zhao’s influence should afford him some leverage in gaining traction for innovative blockchain solutions in the country, extending even beyond the realm of traditional crypto trading. Kyrgyzstan would probably want to be the launch point of another stablecoin, speculatively pegged to the Russian ruble, signifying a clear tendency toward digital currencies in the national financial realm.
Apart from advising Kyrgyzstan, Zhao has also dealt with other nations. At the start of the year, Zhao met the Prime Minister of Malaysia, Anwar Ibrahim, to discuss crypto-related matters. Apart from that, he had held talks with officials in Bhutan and the United Arab Emirates.
CZ’s Post-Binance Activities and Philanthropy
Zhao’s influence continues to extend beyond advisory roles and legislative discussions. After stepping down as Binance’s head, Zhao has invested in many diverse fields, including blockchain technology, artificial intelligence, and biotechnology. Further, he enhanced his contributions by donating over one thousand BNB tokens, worth nearly six hundred thousand USD, to the earthquake victims in Thailand and Myanmar.
